Updates #5659's CODEOWNERS license rules so
jdetterandcloutiertylerboth own the root license patterns and thelicenses/directory.Also adds unit coverage ensuring
license::is_trivial_changerejects entirely added and entirely removed license-file diffs.API and ABI breaking changes
