perf(mosaic): re-render only the list options whose highlight changes - #10621
In Combobox, Autocomplete and Select, every option read the highlighted index and the selection from one context, so each arrow key or hover re-rendered every option's full body. Each option is now split into a thin reader and a memoized body. The reader gets isActive / isSelected from a small highlight context, and only bodies whose values changed re-render.
One ArrowDown in the 238-country PhoneInput list renders 2 option bodies instead of 476 full options. The 238 readers still run, but they only compare props. Measured with a render counter in a dev build.
In a production Swingset build at 4× CPU, the median ArrowDown time was about the same before and after (20/9/10 ms before, 20/8/9 ms after, over 3 runs). Most of the cost of opening is React mounting all 238 options. Virtualization would address that in a follow-up.
State stays in React context, so the highlight and selection render in the same pass as their parent. This holds for transitions, useDeferredValue, Suspense and handlers wrapped in startTransition, and tests cover each case.
Table is not changed here.

Walkthrough
Autocomplete, Combobox, and Select now provide option-management values separately from highlight state. Their option components use the highlight contexts to derive option status and memoized bodies to handle option operations. New tests cover option render counts and selection or highlight updates during transitions, deferred updates, and suspension. A changeset describes a performance improvement to the UserProfile phone number country picker.

Explanation
The title states the main change: option components re-render only when their highlight state changes. The raw summary shows the Combobox, Autocomplete, and Select changes split options into a highlight reader and a memoized body, which matches the title's intent. The title uses the conventional 'perf(mosaic):' prefix and is specific enough for a teammate scanning history.

Tested on 4ff18533, untouched since — In the real PhoneInput list, each ArrowDown now runs the 238 option readers and renders 2 option bodies, where before it rendered the full option 476 times. Median ArrowDown input-to-paint in the production build is about the same: 32→27.5 ms and 32→29 ms across two runs.

Assert render multiplicity, not only the set of rendered options.
The option-render tests use new Set(renders). That check ignores repeated renders of the same option, so an option that re-renders twice on one highlight change still passes. This PR's measured goal is render count, so the test does not guard the property it claims to protect. Sorting the log and comparing it to the expected array checks each affected option exactly once.
The same change applies to the set-based render assertions in the Autocomplete and Select option-render tests, which use the same pattern. Run the updated tests to confirm the exact counts. If the test wrapper uses StrictMode, the expected counts must account for double invocation.

Update the option-render assertions that compare `new Set(renders)` to compare
the sorted `renders` array against the expected array instead, so duplicate
renders fail the test. Apply this to the ArrowDown and hover checks in the
combobox test and the corresponding Autocomplete and Select option-render
checks, preserving their expected affected options and accounting for StrictMode
if those test wrappers use it.

Copying a value to an external store (in a layout effect no less) and subscribing doesn't feel great to me, I feel we are sometimes over-reaching for stores in situations where React state should do fine?
The compound API is what makes this a bit annoying to optimize, but I think you could get most of the same performance benefits by putting the derived value on a context and doing some memoization instead. I let an agent do some benchmarking and it performed very slightly worse (on 4x slowdown neither had dropped frames at 120hz).

To be clear, the thing I'm always worried about with using stores and uSES is concurrent behavior, so I had an 🤖 do some testing, see below.
None of this is very obvious, so it's hard to tell where it matters and not, but every time we use a store+uSES we run the risk of regretting it later when some concurrent feature doesn't work the way we'd hope, which is why I'm hesitant encoding that as an encouraged thing for agents to do.
I wanted to check how the store affects what we can do with transitions, so I tested the real components on the base commit and on this stack (#10624 for Table). I also tested Combobox with an uncommitted prototype that keeps these values in context and splits Combobox.Option into a reader and a memo body.
The short version: urgent updates are fine, but a value that changes inside a transition no longer renders with that transition. The store is only written in a layout effect after commit, so during the transition render, options and rows still read the old value. They then update in a second synchronous pass.
All of these use a controlled value updated in startTransition, for example onSelectionChange={next => startTransition(() => setSelection(next))}:
If the newly selected option or row suspends, the transition can't hold the old UI
Base and the context prototype: the current UI stays on screen and isPending stays true until the data is ready.
Store, Combobox: the transition finishes straight away (isPending false) and the options disappear until the data is ready.
Store, Table: same, except the consumer's Suspense fallback replaces the whole table.
A render can see two different values
With the store, a Combobox.Optionrender callback runs with the parent's new value but aria-selected still false, then runs again with it corrected. This resolves before paint, but any code in that render sees the mismatch.
On base and in the context prototype, the two values always agree.
The work stops being interruptible
I selected all rows in a 60-row Table, with an artificial 3ms cost per row.
On base, rows render once (60 renders) and the longest main thread block is 6-8ms, because React can yield between rows.
With the store, rows render twice (120 renders): once in the transition with the old value, then again synchronously. The longest block is ~186ms.
What doesn't change: moving the highlight with the arrow keys during an unrelated transition behaves the same in all three. The highlight still moves, and the transition stays pending or restarts as usual.
So this isn't a bug today, and I couldn't find anything in Mosaic using React's transition APIs. I think the cost is what it rules out for consumers and for us later. That also covers useDeferredValue, since a deferred value would still reach the options through the same synchronous pass.
Since the root has to keep this state in React anyway for useListNavigation, I'd lean towards staying in context here, and not adding the headless.md guidance, since that's the part that will get copied.

Proposal in 069a8fa, as a middle ground between the store and context only. Is this acceptable, or would you rather we revert to the context-only version?
The controlled selection is back in context, so it renders with the parent's transition.
The store holds only the highlighted index. Only the primitive's own key and pointer events change it, and those are never transitions. ArrowDown in the phone picker still renders 2 options.
I added your scenarios as tests for Combobox, Select and Autocomplete, with both startTransition and useDeferredValue. They cover the stale aria-selected in render, the second synchronous pass, and Suspense keeping the current options. All of them fail on the previous head (2f8e4bc) and pass on base and now. A test for arrow keys during an unrelated transition passes on all three.
headless.md now says only to use a store for values the primitive alone changes, never for a value a consumer can pass as a prop. I can drop that paragraph if you'd still rather not encourage it. Table (#10624) would get the same change.

My only worry is that it's hard to reason about what can safely go into a store and not, and I don't think anything can go into a store in the Table PR since selection and expanded are both props, so that would need the context approach anyway?
Re hard to reason about, my 🤖 found another case that's still open, see below. Note that I don't care too much about this single case, it's pretty niche so if you feel the store approach is still worth it here I'm good with it, what I care about is having safe default patterns so it doesn't get copied into places where it matters more. 😄
The render prop gives consumers the handlers, and they can wrap them:
Everything that handler sets synchronously then joins the transition, including setActiveIndex(null) in handleSelect. The same applies to wrapping onChange on the input, which reaches setActiveIndex(0) in handleInputChange.
In that case the highlight behaves like selection did before his fix:
Options read the old value during the transition render.
They update in a second synchronous pass after commit.
A suspense that depends on data-active can't hold the old UI.

Switched to context + memo as you suggested; the store is gone. Your selection cases (transition, useDeferredValue, Suspense) fail on the original store commit, and a startTransition-wrapped hover fails on the latest one. All of them pass now.
