fix(mosaic): reuse valid OTP preparation across method navigation - #10566
Fixes CORE-4065. Stacked on #10564 and targets austin/core-4063-preserve-otp-preparation-failure-after-opening-the-method; this diff contains only CORE-4065.
Returning to the same email or SMS method reuses its last successful preparation while the server-provided expiry is still valid. Switching destinations replaces that preparation. Navigation preserves the original resend deadline, and explicit Resend still prepares a new code under the existing cooldown policy.
Pending preparations settle before another preparation or verification attempt starts. Cancellation clears the retained preparation and drains pending work before another run starts in the mounted controller. This does not coordinate requests across separate controller mounts. Failed or invalidated preparations can be prepared again. The fake API now binds codes to the latest prepared destination, matching attempts that send only strategy and code.
In Chrome against the real staging backend, email → password → email changed from two preparation requests to one, including a pending request. Also checked destination changes, explicit resend, password-failure recovery, countdown preservation, and successful completion. Expiry and second-factor SMS are covered by automated tests; the staging test codes do not prove destination-specific code validity.
Verified in swingset from evidence 20261031T194820Z-core4065-retry, before control, at b5d4fae44774.
The control temporarily disabled preparation reuse; it is not a checkout of the parent PR. Email A → password → A sent twice in the control and once with this PR. The PR countdown continued from 30 to 25 seconds. A → B → A sent three times; explicit resend added one request; the test code completed the flow. The committed controller was restored and the one-request check passed again.

Walkthrough
The reverification model now exposes run and session scope and reports when a prepared verification can be reused. The controller retains eligible preparations, preserves the resend countdown, and coordinates pending operations across method changes and run resets. The fake verification API and tests now cover code selection, expiry, reuse, and request ordering. A patch changeset records the release.
clerk/javascript#10564: Preserves pending or failed OTP preparations during navigation; this PR extends the flow to reuse successful preparations and coordinate subsequent requests.

Merge Risk: Low · up to b5d4f
The preparation flow has coverage for switching methods while a send is pending, but two fake-API errors can make verification tests misleading. Correct them before relying on those tests; the remaining merge risk is bounded.

Minor · Functional Correctness · Quick win
Restore the "no secret seeded" guard for email_code and phone_code in the fake attempt handler.
firstFactorCode and secondFactorCode are typed string | null and start as null. The prepare handler also stores null when neither codesByIdentification nor secrets[strategy] has a code. For email_code and phone_code, secret is therefore null and never undefined. The check on Line 252 can no longer fire for those strategies.
Two effects follow:
A test that seeds no code for a preparable strategy no longer fails loudly with fake FAPI: no secret seeded…. The attempt gets a form_code_incorrect error instead.
If the request omits code, body.get('code') returns null. The check body.get('code') !== secret then compares null to null and passes. The attempt succeeds without a code.
Convert null to undefined when you read the stored code. This keeps the previous fail-fast behavior.
IMPORTANT
Carefully review the code before committing. Ensure that it accurately replaces the highlighted code, contains no missing lines, and has no issues with indentation. Thoroughly test & benchmark the code to ensure it meets the requirements.

The wrong-password path mutates verification state before returning the error.
When strategy === 'password', the handler calls setStageVerification(...) and clears state.verification.firstFactorCode before comparing the submitted password. A wrong password returns passwordIncorrect() after these mutations, so the failed attempt can leave state that later verification or reverification flows observe. Move these mutations after the successful password comparison.
