Description

Completes the Vietnamese (vi-VN) locale in @clerk/localizations: translates the 673 keys that were still undefined (billing, SSO configuration, directory sync, organization profile, OAuth device verification, sign-in/sign-up and auth error messages), so they no longer fall back to English at runtime.

Placeholders ({{...}}), date filters (converted to vi-VN) and tech terms (SSO, SAML, OIDC, SCIM) are preserved. Only the 33 keys that are undefined in en-US itself remain undefined.
