chore: deprecate cloud-config modules for unmaintained software

WIP branch to track upcoming deprecations during testing.

Proposed Commit Message

Avoid supporting cloud-config modules for unmaintained software stacks or historic
platform needs.
- cc_mcollective is supplanted by puppet in many cases
- cc_spacewalk unmaintained and EOL
- cc_disable_ec2_metadata use-cases originally centered around testing and 
  generally should not be used on production EC2-based platforms
- cc_reset_rmc deprecation as the platform images should no longer required this setup on first boot.

Merge type

• Squash merge using "Proposed Commit Message"
• Rebase and merge unique commits. Requires commit messages per-commit each referencing the pull request number (#<PR_NUM>)
