Water and wastewater are currently out of scope and not adequately modelled, so remove the enum values from Sparte for now. Closes #1065

Removes the
WASSERandABWASSERenum values fromSparte.Water and wastewater are currently out of scope and not adequately modelled, so the enum values are removed for now (they can be reintroduced when the topic is prioritized).
