[CICD] unpin Python patch version in build-docs workflow - #91

ubuntu-latest moved to Ubuntu 26.04 and actions/setup-python has no 3.12.4 build for it, so every Build Docs run on main fails at setup. Use "3.12" like the other workflows. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>
