Python 3.10 reached end of life on 2026-10-01. This change moves the supported floor to Python 3.11 across package metadata, tox, CI, and the local default interpreter.
Regenerated the locked test dependencies with Python 3.11 and current compatible versions. No Python 3.10-specific runtime compatibility code was found.
Validation: package build succeeded; focused logic tests passed on Python 3.11 and 3.14. Full tox integration tests could not run here because local devpi is unavailable and Git URL tests require the missing git remote-https helper.
