Pyramid still constrains setuptools, but this project should be ready to use newer setuptools when that upstream restriction is addressed. Removing our own
pkg_resourcesusage avoids keeping setuptools below 82 solely for our code.This change replaces
pkg_resourceshelpers withpackagingequivalents, adopts thewheel-filename2.x API, and removes the compatibility fallback for version 1.x. It removes the upper bounds for setuptools andwheel-filename, requireswheel-filename>=2.0andwheel-inspect>=1.8.0, and refreshes the tested lockfile towheel-filename==2.1.0.
