Package standalone provisioning releases

What changed

• packages a standalone Windows provisioning ZIP in the signed APK release workflow
• includes the signed APK, double-click launcher, guarded T99/T56 scripts, prebuilt Wi-Fi helper, README and version marker
• makes guided provisioning prefer the bundled signed APK when source build tools are absent
• prompts for and DPAPI-protects the lab Wi-Fi credential when the target needs it
• publishes SHA-256 files for both the APK and provisioning ZIP

Why

The one-shot workflow previously assumed a full source checkout, Gradle and helper source. Field operators need one downloadable GitHub Release asset that can run on a Windows workstation with only ADB and Portal access.

Safety and impact

• unknown hardware remains rejected before provisioning changes
• signing files, keystores and .secrets paths are explicitly rejected from the ZIP
• the signed APK cannot silently replace a debug-signed install; the README documents the required explicit migration
• DEV_ENVIRONMENT_REQUIREMENTS.md remains excluded
