排障发现：tag 已存在但 release 缺失时,删 tag 再推同一 sha 不会重新触发 workflow（实测无新 run）。
变更
workflow_dispatch入口（带tag输入,须已存在）checkout指定该 tag;版本号RELEASE_TAG优先、回退GITHUB_REF_NAME（同 slotsboxmalloc 的处理。）本次 kvspace-c 的 v0.2.18 release 正因此缺失,合并后手动触发即可补回。
