Add RM66 CLI and desktop images

Add four ELTAY RM66 community images:

• Debian Trixie CLI on current and vendor (6.1).
• Debian Trixie XFCE on current.
• Ubuntu Resolute KDE Plasma on current.

Build these from the manual list and exclude RM66 from the automatic matrix, which adds GNOME.

Checked with scripts/generate_targets.py against the current image inventory. It produces exactly four RM66 targets and leaves the other boards unchanged.
