Prepare Python 0.3 with generated sync and async clients - #2

The transcription purchase is one Job. A Premium read can answer preparation_required, the purchase key and max_rows are optional at zero dollars, and the request body no longer sends the deprecated videoId alias.
Reads Premium, posts the purchase once when preparation is required, polls the job at the pace the API asks for and returns the transcript. The code lives in scripts/overrides and the installer wires it into the generated clients, so regeneration keeps it. The README leads with it.
Purchase refusals now parse as the shared Error with quote, so the refusal test reads the 402 quota_exceeded body POST answers.

The previous Python package contains URL constants only. Version 0.3.0 adds usable synchronous and asynchronous Arcmira clients, typed ready/pending transcripts, quote and preparation methods, preserved error bodies, and opaque-cursor pagination. Existing URL constants remain available.
Generation uses the committed public OpenAPI, Fern CLI 5.131.1, and Python generator 5.31.0. The checked overlay retains established method and component names and SDK endpoint exclusions, combines success variants, and rejects ambiguous cursor collections. The README includes authentication, preparation, pagination, and migration examples.
Validation: seven tests pass, covering local HTTP requests from both clients, ready/pending responses, quote/refusal bodies, required keys, exact replay and conflict, request/episode pagination, and overlay validation. Wheel and source distribution builds pass. A clean environment installed the built wheel and ran the same model-authored async pagination script successfully, returning both request IDs. Independent review passed the final compatibility changes.
