Re-applied by bin/post-regen-patch.py after the 0.38.6 regeneration. Down to two patches — the launcher exit-code and prerelease dist-tag patches are gone because 0.38.6 ships both natively (verified on this build: launcher handles e.signal, prerelease logic present). - .fernignore: the file protects CHANGELOG.md, SECURITY.md and custom.rs but cannot protect itself, so it comes back reset every regeneration. The assets it guards did survive this time, which is the protection working. - ci.yml: win32-x64 stays out of the npm matrix while npm's spam flag on that package name is open. cargo-dist still ships the Windows binary and .ps1 installer with the GitHub Release.
