Add agent-vesper: Native Rust Reasoning Orchestrator

This is the Rust-native Agent Vesper — a separate entry from
native-glm-acp (the original Python project, owned by a different PR).

Asset URLs

The five platform archives (linux-x86_64, linux-aarch64,
darwin-x86_64, darwin-aarch64, windows-x86_64) are produced by
the tag-triggered release.yml workflow on
github.com/99percentgrip/agent-vesper for tag v0.24.0 and are
SHA-256 checksummed by the installer.

Verification

• cargo xtask verify green on the v0.24.0 HEAD.
• All five release workflows (ci.yml, msrv.yml,
  platform-foundation.yml, web-driver.yml, and release.yml)
  success on the release commit/tag.
• Published ACP and TUI archive binaries report 0.24.0; release
  verification does not replace a user's local installation.

Updated in place to v0.21.9 on the same branch (continuous-update contract; this PR is never closed and replaced).

v0.21.9 — Advanced Hive Governance (VRO-16)

Release evidence (exact-commit gated): all four push workflows green on 0b4cd0d (canonical CI, MSRV, five-target foundation, dual-architecture web-driver) before tagging; immutable tag v0.21.9; 16 public assets with SHA-256 sidecars; bundled Linux driver images verified on both architectures.
