Posts, Post Types: Sort page templates by their translated name

The Page Template dropdown lists templates in filename order instead of by their human-readable "Template Name". This sorts WP_Theme::get_post_templates() by the translated name, so the dropdown (and every other consumer) is ordered by what the user actually sees.

Uses uasort() with strnatcasecmp — case-insensitive, natural order ("Section 2" before "Section 10"), file name keys preserved. Sorting happens after translation so it respects the active locale.
