ci: bring GitHub Actions pins to the latest releases - #278

Moves the cli-base reusable workflows (node-ci, release-checks, changelog-guard) to v0.61.0 and any lagging action to its latest release, each pinned by commit with a version comment. Since the old pins the reusable workflows only gained optional inputs, so no caller change is needed. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
