Summary

Prepare patch release 1.3.6 for the Codex watchdog finalization/recovery fix merged in #395.

Release delta

Base release: v1.3.5

Consumer-facing delta since that tag:

• Fix Stop finalization recovery false positives #395: structured completed recommendation outcomes from read-only reviews can finalize without being forced into lifecycle-hook narration recovery by the ordinary active-work generation budget.
• Active recovery can terminate when the corrective continuation reports that the selected next action cannot execute or is explicitly unauthorized.
• The larger completed-answer allowance is scoped to explicit finalization candidates; ordinary Stop narration retains the stricter hook budget, newly announced tool actions still recover, malformed tool-protocol stalls remain hard stops, and the completed-answer hard bound remains fail-closed.

This is a backward-compatible bug fix with no new supported capability, so the SemVer impact is PATCH: 1.3.5 -> 1.3.6.

Release preparation

• bump package.json to 1.3.6
• add the 1.3.6 changelog entry
• update README release note/current-state text for 1.3.6

Scope

The branch changes only release metadata/documentation. The runtime fix and regression coverage are already merged through #395.

Tag creation, GitHub Release publication, release assets, npm publication, and merge are not part of this PR and remain separately authorized.
