Summary

Prepare patch release 1.3.5 for the Codex watchdog terminal-review false-positive fix merged in #393.

Release delta

Base release: v1.3.4

Consumer-facing delta since that tag:

• Fix recovery false positive after terminal review #393: Codex lifecycle Stop no longer injects narration recovery after an explicit terminal disposition from completed work.
• Active recovery is cleared for terminal dispositions, preventing spurious recovery 1/3 and persisted recovery 2/3 feedback.
• Terminal wording cannot bypass enforcement when the same response announces another tool action, and malformed tool-protocol stalls keep their existing hard-stop behavior.

This is a backward-compatible bug fix with no new supported capability, so the SemVer impact is PATCH: 1.3.4 -> 1.3.5.

Release preparation

• bump package.json to 1.3.5
• add the 1.3.5 changelog entry
• update README release note/current-state text for 1.3.5

Scope

The branch changes only release metadata/documentation. The runtime fix and its regression coverage are already merged through #393.

Tag creation, GitHub Release publication, release assets, npm publication, and merge are not part of this PR and remain separately authorized.
