Package the memory engine as an installable Python library

Prepare the memory engine for reuse outside this repository.

Scope:
- define package metadata and supported Python versions;
- document a minimal candidate -> review -> promotion example;
- keep the flomo adapter optional;
- preserve the current test suite as the trust-boundary contract.
