💡 Background and solution

VRender dependencies were pinned to 1.1.8, preventing compatible bugfix releases from being selected. Change all direct @visactor/vrender* dependency ranges to ~1.1.8 and synchronize the Rush lockfile specifiers. The current locked resolution remains 1.1.8.
