Bug Description

When enable experiment minecart movement, the minecart visual and collider are broken for 1.21.4- client which don't support experiment minecart movement natively.

Steps to Reproduce

1. Start a server which support and enable experiment minecart movement (1.21.4+)
2. connect with client which don't support it (1.21.4-)
3. Set gamerule max minecart speed value in a high number, such as 100, 1000, etc.
4. power the minecart and reproduce

Paper 1.21.11 latest(132), with viaversion 5.12.1-SNAPSHOT#1452 and viabackwards 5.12.1#785
