Lock file maintenance

Regenerates the maintenance lockfile against the current package manifests, resolving merge conflicts and duplicate mapping entries. Keeps package version ranges unchanged and explicitly disables the new @parcel/watcher@2.6.0 install script; the watcher uses its prebuilt platform binaries.

Validation: frozen pnpm install, format check, lint, and all 42 package test targets pass locally.
