Update actions/setup-python to 7.0.0 and retain the merged checkout 7.0.1 pin. The v7 changes are compatible with this workflow: it uses neither the removed pip-install input nor privileged pull_request_target/workflow_run triggers, and the hosted runners support Node 24.
Clarify the README with the Python 3.11/3.14 CI matrix, local suite prerequisites, separate runtime/client E2E checks, and weekly Dependabot maintenance of pinned action commits. Resolve the adjacent workflow-line conflict while preserving both dependency updates.
Validation: both original dependency PRs passed CI. The updated branch runs the combined Python 3.11/3.14 workflow; no runtime source changes or additional broad workspace tests are needed.
