Cascade update, tier 1. Dependency-only PR.

The sanctioned exception to the "NuGet updates ride along with a feature" rule: in a cascade the dependency change is the work, and it has to cross the Toolkit repos in tier order (meta-repo .claude/cascade-update-process.md).

Bumped (highest version within each major):
