AGENTS.md stated that the
productionGitHub environment requires reviewer approval beforechangeset publishexecutes. Checked the environment's actual configuration via the GitHub API - it has no protection rules configured. Corrected the doc to describe the real publish path: merging the "Version Packages" PR is the approval gate, and the release job runs immediately after.
