chore: upgrade to Calcit 0.15.3 with strict checks

Summary

• upgrade Calcit and @calcit/procs to 0.15.3 and refresh the Respo dependency chain
• remove compatibility type mode, narrow nominal data and JS FFI boundaries, and declare async functions explicitly
• apply surface-latest-v2 migrations, strengthen regression tests, and lower the quality baseline
