fix: let a stale free-build owner stop blocking its station - #209
A player on Main can't build a ship at their own dockyard. Picking the blueprint works, but the left-click answers:
Vehicle payment needs staff review or recovery.
VehicleRegistrationFeeListener refuses a build when the station still has a free-build owner in vehicle_fees.json. That record is set when a free build starts and cleared when it finishes or is cancelled. Builds lost to a restart before VFBuilders 2.2.1 (#32 there) did neither, so the record stayed and the station was locked for good. No staff command clears it.
On Main today there are 10 buildOwners. Five match running builds. Three sit on idle stations (two at the player's base, one engineering table elsewhere), and two point at stations that no longer exist. None of the stuck ones has a payment receipt, so no money is involved.
Fix
VFBuilders fires BeginVehicleConstructionEvent only for an idle station (station.hasBlueprint() is checked first). A build owner still recorded there is therefore always stale. The listener now drops it, logs a warning naming the old owner and station, and carries on with the normal free or paid flow.
VFBuilders 2.2.0 (the declared minimum) fired the event without checking the station, so the listener now refuses a build on a busy station first ("This station is already constructing a vehicle."). That way a running build keeps its owner and nobody is charged twice. With 2.2.1 this check never triggers.
Open payment receipts (build: scope) still block with the same message, because those hold a fee that may need a refund.
Tests
New aBuildOwnerLeftOnAnIdleStationNoLongerBlocksTheNextBuild (free, paid and busy): the stale owner no longer blocks an idle station, and a busy station refuses and keeps its owner. The free build records the new owner, and the paid build asks for the fee, charges it and persists no stale owner. Both cases fail on main.
unfinishedBuildAndClaimReceiptsRefuseNewPhysicalActions still shows an open receipt refusing.
Locally all of VehicleInteractionsCoverageTest passes (230). The full suite has the same 25 Windows-only file-system failures as main. Linux CI is the reference.
Dev (TFMCDev01)
Bot TestChar1 at dockyard 3487:84:1166, with a stale build owner seeded into vehicle_fees.json while Dev was stopped:
before: "Stand where it should be built…" then "Vehicle payment needs staff review or recovery." (the player's messages)
with this jar: "Building site chosen!", the log shows Dropped the stale build owner … of idle station TFMC_Map:3487:84:1166 followed by [VFBuilders] Construction started, and the station's owner is the bot's character
Dev's state files and the other SimpleFactions jar there were restored afterwards.
Vehicle construction at an idle station can now proceed when a previous build has left an owner recorded, instead of being blocked by that stale ownership.
Free and paid builds are handled correctly in this situation: free builds retain the recorded owner, while paid builds clear it and keep the payer’s receipt information intact.
When the payment-readiness, receipt and known-station checks pass, construction no longer stops because the station has a recorded build owner. The listener clears and logs that owner, then continues registration-fee processing. Tests cover free and paid builds.

Summary
Clear stale owner and verify construction src/main/java/net/tfminecraft/simplefactions/vehicles/fees/VehicleRegistrationFeeListener.java, src/test/java/net/tfminecraft/simplefactions/vehicles/berth/VehicleInteractionsCoverageTest.java
The listener clears and logs a recorded owner after the other payment checks pass. Tests verify that free and paid builds proceed, check the stored owner after reload, and confirm the paid receipt records the payer's character ID.
Stale owners no longer block construction. Confirm that VFBuilders cannot deliver this event for an occupied station before merging; the claimed active-build loss has not been established.

A free build records its owner per station and clears it when the build
finishes or is cancelled. Builds lost before VFBuilders 2.2.1 did neither,
so the record stayed and every later build at that station was refused
with "Vehicle payment needs staff review or recovery." Six live Main
stations are stuck like this, including a player's dockyard.
VFBuilders only starts a build on an idle station, so such a record is
always stale. Drop it (with a warning naming the old owner) and continue.
Open payment receipts still block, since they hold money.

VFBuilders 2.2.0, the declared minimum, fires the start event without
checking the station is free. Refuse such a build before any fee or
stale-owner handling, so a running build keeps its owner and nobody is
charged for a second build on the same station.

The busy-station finding is fixed in ab1f087 and CodeRabbit confirmed it on the thread. CodeRabbit is rate-limited, so Sol reviewed the head instead: VERDICT: APPROVE.
