Releases span-panel-api-schema-1 1.4.0b3 from prerelease/3.8, carrying the per-message cost fix (#224, refs #223).

Merge #224 first. This branch is stacked on it, so until #224 merges this diff also shows its two commits. After that, only the bump remains.

  • Version: 1.4.0b2 → 1.4.0b3 in packages/schema-1/pyproject.toml, plus uv.lock. The floor span-panel-api>=3.8.0b1,<4.0 is unchanged.
  • span-panel-api stays 3.8.0b1 and schema-0 stays 1.3.0b1. The core's schema-1 extra floor on 1.4.0b1 still holds.
  • The changelog entry is already under [Unreleased], since a beta gets no heading of its own.

Checks:

  • Full suite through the pre-commit hook: 1872 passed, 7 skipped, 9 xfailed. All pre-commit hooks pass, uv lock check included.
  • uv build --package span-panel-api-schema-1 and twine check: 2 of 2 passed. Requires-Dist: span-panel-api<4.0,>=3.8.0b1, ebus-sdk<0.24,>=0.19.0.

After merge: tag schema-1-v1.4.0b3 on prerelease/3.8 and publish the GitHub release with "Set as a pre-release" ticked.

Carries the per-message cost fix (#224, refs #223): routing through one
topic matcher and readiness remembered until the tree changes. The
changelog entry is already under Unreleased, as a beta gets no heading
of its own. span-panel-api stays 3.8.0b1 and schema-0 stays 1.3.0b1;
the adapter's floor on span-panel-api>=3.8.0b1 and the core's schema-1
extra floor on 1.4.0b1 both still hold.
