Watch is looping in pane repos

This problem appeared after the latest fix to solid-logic for some reason.

When running the watch script in solidos the watch is no longer working. The build is looping on the pane repos.
vite build --watch was rebuilding continuously or producing unstable rebuild behavior because the shared toolkit watch flow was writing too much output on each change.

The main causes were:

1. The toolkit build emitted both ESM and CJS outputs in watch mode.
2. The toolkit also ran declaration file generation (unplugin-dts) during watch mode.
3. That meant a single source change caused multiple file writes.
4. Those writes retriggered dependent watchers, which made the build loop feel self-feeding.
