WHY are these changes introduced?
throttle.tsinpackages/cli-kit/src/public/node/vendor/otel-js/utils/had missing test coverage. Adding comprehensive tests ensures the throttle utility accurately handles leading/trailing execution modes and swallows promise rejections on trailing calls without unhandled rejections.WHAT is this pull request doing?
