[Tests] Add unit tests for OpenTelemetry throttle utility

WHY are these changes introduced?

throttle.ts in packages/cli-kit/src/public/node/vendor/otel-js/utils/ had missing test coverage. Adding comprehensive tests ensures the throttle utility accurately handles leading/trailing execution modes and swallows promise rejections on trailing calls without unhandled rejections.

Adds unit tests for throttle in packages/cli-kit/src/public/node/vendor/otel-js/utils/throttle.test.ts.
