Add Python 3.13 Support

Currently, MLServer supports up to Python 3.12, despite Python 3.13 being released on 7th October 2024. It would be great to see MLServer support more recent python versions.

I can see that Python 3.13 is not supported but I cannot find any clear indication as to why this is the case, nor can I see a roadmap or planned steps for adding support for more recent Python releases. Currently, it is hard to contribute when there is no plan for how to update this library to add required support for Python 3.13.

Ultimately, it would be great to also have support for Python 3.14 but I appreciate that it is likely easier to make progress one release at a time.

We are taking steps to support Python 3.13 and 3.14, with the first one coming in MLServer 1.7.2, in terms of updating the way we're using third-party async event loop implementations (uvloop).

We must also test to ensure that all of the dependencies and serving runtimes also support those python versions before marking a Python version as supported. Beyond this, there are no fundamental reasons why the MLServer core wouldn't support recent Python versions.
