Symptom
On a freshly started daemon, tracedecay doctor run from inside a registered project reports "Canonical Doctor report is pending: the project runtime is still mounting (application.runtime.mounting)" indefinitely. Doctor never asks for the project to mount. The canonical report appears only after some other request (for example tracedecay tool search) opens the project.
Evidence
Isolated HOME, debug CLI at 11957c55c8, healthy stores: init a scratch project, restart the daemon, then poll doctor --json. daemon_findings.state was "mounting" on all 20 tries over about 80s. After one tool search, the next doctor served the full report.
Expected
Either doctor requests the project mount (bounded, in the background) and reports progress, or it states that the project is not open rather than "still mounting".
