为什么提交这份PR (why to submit this PR)

gd32vw553h-eval 的普通构建可以由 SCons 合并重复的源文件节点，但 CI 生成 dist 工程后，BSP 和 gd32vw55x-wifi 软件包会分别加入 RT-Thread lwIP 的 mem.c，导致链接阶段出现 multiple definition 错误。

你的解决方案是什么 (what is your solution)

由 gd32vw553h-eval BSP 统一负责在启用 PKG_USING_GD32VW55X_WIFI 时加入 RTT_ROOT/components/net/lwip/lwip-2.1.2/src/core/mem.c，不再根据软件包所在目录决定是否加入。配套的软件包 PR 删除其重复加入该文件的逻辑。
