This PR basically reverts: #2256
Motivation
Disabling DPP kernel build workaround is obsolete.
Technical Details
Removed CMake argument:
-DDISABLE_DPP_KERNELS=ONTest Plan
Manually checked CK build via CI script.
Test Result
Build succeeded.
