Description

This PR rebrands PyPSA-China-PIK to PyPSA-China

The check-precommit-applied job was failing because
config/default_config.yaml had a duplicate Techs.non_dispatchable key
(caught by check-yaml) and several files had unapplied ruff-format /
whitespace fixes. Also bumps actions/checkout, actions/setup-python,
actions/cache and actions/upload-artifact to current majors in the
workflows that run on every push/PR.
