Follow-up to #163 after review: the dashboard must stay spec-driven.

• Removes the free-form release_manifest.external_validations surface and its panel (cross-dataset comparison lives only in the evaluation bundle path, /microcosm/datasets, where EUROMOD now enters as sources — Evaluation harness: Belgium jurisdiction with Axiom, EUROMOD-engine, and EUROMOD/SILC sources #164).
• Belgium overview uses the same component, sections, and order as US/UK; the release-description note is a quiet provenance line (no warning pill).
• Per-country TS tables replaced by artifact-derived behaviour: publisher keys from the first segment of metadata.chronicle_record_ids through one shared authority-label map; cell_<region>_<sex>_<ageband> facets through a country-independent filter-pattern spec; COUNTRY_REPO is the typed registry (repo, revision, national geography).
• third-country-conformance.test.ts: a synthetic zz country renders overview/target shapes from artifacts alone with one registry entry — 4 passing assertions, 4 todos naming the remaining gaps (client country table, artifact presentation block, publisher_labels overrides, structured dimensions).
• docs/spec-driven-countries.md: the contract today, what still varies by country, the acceptance test, and the schema additions that remove each remaining table.

Gates: 205 tests pass (4 todo), tsc --noEmit, next build. Authored by a sol lane; reviewed by fable.
