README: Move doc/index.md to top-level README - #114

The emanote-based `doc/` site is being retired. Fold its content into `README.md` (dropping the emanote frontmatter) and delete the `doc/` directory along with the now-dead `just doc` / `doc-static` recipes. The `## Documentation` link to community.flake.parts is gone with it; `services-flake` now points at https://services.nixos.asia/ instead of the retired community.flake.parts URL. The discussion link from the old README is preserved.
