turnloop 0.1.0-alpha.9 (PerryTS/turnloop#114, release PR #110 at adc7918) fixes the Android build that broke the aarch64/x86_64-linux-android legs of release-packages: set_errno used glibc's __errno_location (Bionic has __errno), and inotify_rm_watch takes a u32 descriptor on Android. It also takes rustls 0.23.46 (RUSTSEC-2026-0346..0349). Published 2026-10-16, inside the 7-day soak, so the lock was updated once with the owner-approved publish-age override; Cargo.toml documents it beside the turnloop note and it lapses on 2026-10-23. All perry turnloop requirements move alpha.8 → alpha.9 (turnloop, -http, -tls, -websocket, -smtp; lock also moves -wasi-random and -zstd-decoder).

cargo check --locked for perry-runtime, perry-stdlib, perry-db-turnloop, perry-tls-turnloop. Merged tree on current main: build, gc_effects linux --check unchanged, zod/tsc smoke.
