fix(sync): faster changes-feed first download (100 beneficiaries per page) - #405
A new STOP-TB tablet's first changes-feed download needed about 235 pages (25 beneficiaries each) and took 20+ minutes of uninterrupted pulling, which camp Wi-Fi and Android rarely allow. Tablets that never finished it never saw other counters' registrations.
What
WorklistPagePrefetch.addressesForRegIds: mapping + address rows for a whole page in two queries.
BeneficiaryServiceImpl.getBeneficiaryRecordsByRegIds uses it; the old per-row lookups remain as the fallback.
StopTBSyncServiceImpl.MAX_BENEFICIARIES_PER_PAGE: 25 → 100. The per-beneficiary FHIR call and identity lookups that justified 25 were already replaced by page-level prefetch.
Tests
Sync tests pass locally except StopTBSyncCoverageTest.everyMappedTableIsSyncedOrDeliberatelyNot, which fails identically on untouched release-3.12.1 (badge/notification/general check-up tables not classified); unrelated to this change.
Pairs with the STOP-TB-App release-2.3.1 change that makes the feed the only read path.
No actionable comments were generated in the recent review.
Walkthrough
The STOP-TB beneficiary record path now attempts batched address lookups and falls back to per-registration lookups if batching throws. The beneficiary page cap increases from 25 to 100.
addressesForRegIds batch-loads mappings and address rows. It selects the newest mapping with a non-null address ID and returns found addresses in input registration order. getBeneficiaryRecordsByRegIds attempts the batch lookup and logs a warning before using the prior per-registration lookups if batching throws.
PSMRI/FLW-API#393: Adds the STOP-TB changes feed and its by-registration beneficiary record path, which this change updates.

The changes-feed snapshot capped beneficiaries at 25 per page because each one
used to cost several identity lookups and a FHIR call. Records are now built
with one query per table for the whole page (WorklistPagePrefetch, health IDs
read locally); the remaining per-beneficiary mapping and address lookups in
getBeneficiaryRecordsByRegIds are batched too, with the old per-row queries as
the fallback. Raise the cap to 100 so a new tablet needs a quarter of the
pages for its first download.

Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.
Do not retry a database outage as per-beneficiary lookups.
If the batch query fails because the identity database is slow or unavailable, this catch starts up to two more queries per registration ID against that database. Limit the fallback to failures specific to the batch implementation. Let connection and timeout failures reach the feed so the tablet can retry the page. Based on learnings, catch the specific exceptions that warrant fallback rather than generic Exception. (raw.githubusercontent.com)

Keep the selected registration ID through record construction.
If a registration ID has multiple mapping rows, this method now selects an address instead of letting the former single-result lookup fail. buildBeneficiaryRecords then selects a mapping again by address. Address-ID collisions can make that mapping belong to another registration ID, so the requested record is absent and the changes feed advances past it. Pass the selected mapping through to record construction, or verify the constructed record against its requested registration ID before advancing the page. The repository documents both duplicate registration mappings and address-ID collisions. (raw.githubusercontent.com)
