The legacy workflow calls TigreGotico/gh-automations@master for tagging plus a hand-rolled pypa/gh-action-pypi-publish job that publishes to Test PyPI, not real PyPI. Replace the whole workflow with the standard OpenVoiceOS pattern (see OpenVoiceOS/ovos-gguf-plugin), calling the maintained OpenVoiceOS/gh-automations publish-alpha.yml with publish_pypi: true. Move packaging from setup.py to pyproject.toml, matching the sibling ovos-solver-plugin-aiml layout, and register the plugin under the modern opm.agents.chat entry point group by porting RiveScript to ChatEngine.
