Adds the Wave 2 Duchon regression spline basis with strict mgcv constructor and fitted-model parity.
Includes multidimensional ds construction and prediction, exact order/default-k/kernel/QR/Lanczos behavior, supplied and deterministic max-knots handling, selection/fixed/pc/by/id integration, tensor and factor-smooth margins, array persistence, static upstream fixtures, taxonomy, and documentation.

The repository-wide mypy baseline remains non-clean independently of this change.
