Changes:

  • Test Linux and Windows ROCm wheels across the Python matrix, installing ROCm runtimes only where needed.
  • Gate PyPI, Docker, documentation, and ROCm release publishing on relevant tests and style checks.
  • Upgrade wheel build actions to Node.js 24: checkout@v5, cache@v5, and upload-artifact@v6; local upload tests passed.
