Reworked this grouped update after verification:

• kept the safe tsx 4.23.12 bug-fix update
• removed TypeScript 7, which currently breaks the repository’s compiler-API/OpenAPI tooling and production checks
• added a root Dependabot major-version guard for TypeScript
• added coordinated-stack guards for React Native and @react-native/jest-preset (Expo owns those compatible versions)
• added a contract test for the compatibility boundaries
