This PR adds the setup to create a testing environment. To trigger it, the branch name needs a web-* prefix. That prefix tells GitHub Actions the branch needs a preview environment and the previews will be created in published in
web-<branch>.ohmstaging.orgCurrently this branch changes are alive in https://web-test-deploy.ohmstaging.org
