Revert toad#1349: its agent-comms pair #3607 is not on main - #1355

toad#1349 merged alone at 05:47:30Z because agent-comms/review is Toad's only required check. Toad main then called RelationshipEntry.person.present(), which exists only on agent-comms#3607 (unmerged, conflicting), so every relationship row raises. Reland together with #3607.
