CI: Toad's client gate runs Core's nra_client_gate.py (pairs agent-comms#3634) - #1347

agent-comms#3634 deletes tools/client_ratchet.py (the debt ratchet is replaced by NominalRefactorAdvisor's gate); the client job checks out Core main and must call the renamed entry.
