The commander reported it in 16286: the vibe check re-fired every 30-minute round on the same stalled phases. A stall of hours cannot clear in one round, so every round re-gated every verb and re-sent the burst. That is the nag pattern again.

Now each degraded sign is its own VibeCheck rule, and the heartbeat enforces a rule only when it newly breaks:

  • an owed message fires once;
  • a stalled phase fires when it crosses the 2h window, then again at 4h, 8h and 16h;
  • overload fires once per round while it stays over.

Answers owed to the vibe check or chokehold themselves (Escalation) are the chokehold's signal and no longer feed a new vibe check. The heartbeat still renders the whole set as one VIBE CHECK (...) line.

Tests cover the doubling buckets and the escalation exclusion.

A stall of hours cannot clear inside one 30-minute round, so the check
re-gated every verb and re-sent the burst for the same five phases each round
(the commander, 16286). Each sign now breaks its own VibeCheck rule, and the
heartbeat enforces a rule only when it newly breaks: an owed message once, a
stalled phase when it crosses the window and at each age doubling, overload
once per round. Answers owed to the escalations themselves are the
chokehold's signal and no longer feed a new vibe check.
