docs: stop claiming a pull request signs the CLA - #170

The CLA this file points at is published in openadapt-flow#420. Assent is by signature, never by implication, so drop the sentence that says opening a pull request agrees to it. Add the corporate CLA link and state what governs a contribution until the CLA check is enabled. Requires review by qualified legal counsel before it is relied upon. Neither the author of this PR nor its reviewer is a lawyer. The agreement this
change points at is adapted from a standard template, not written from scratch,
but adapting a template is still a legal act. Please route it to counsel before
the CLA check is turned on anywhere.
Why
CONTRIBUTING.mdhere has told contributors since 2026-07-20 that opening apull request agrees them to a Contributor License Agreement at
openadapt-flow/CLA.md. That file didn't exist. It does now, inOpenAdaptAI/openadapt-flow#420, which carries the full reasoning: why a CLA
on top of the DCO, which template it came from, what was changed, and who was
affected by the phantom claim (nobody, and the PR shows the check).
