Fix-forward for post-merge run 30150735551. repository-dispatch v4 emitted an invalid Content-Length for the existing payload; restore v3, which is the last verified action version, without changing token scope, repository, event type, or payload. Exit condition for trying v4 again: an upstream fix and a green push-triggered docs notification run.

The Notify docs job fails on main with "Request body length does not
match content-length header". peter-evans/repository-dispatch v4.0.1
sends a mismatched Content-Length for this payload on GitHub-hosted
runners, so the docs sync dispatch never reaches openadapt-ops.

This is not new breakage from the merge that surfaced it. #1053 already
pinned the action back to v3 for exactly this reason on 2026-07-25.
Dependabot PR #1079 bumped it to v4 again on 2026-08-12, and the job has
been latently broken since; the failure only appears on a push that
touches README.md or CHANGELOG.md, and the first such push after the
bump was #1096.

- pin the action to the v3.0.0 commit instead of a floating major tag
- ignore 4.x for this action in dependabot.yml so the bump cannot silently
  reintroduce the regression a third time
- address the dispatch to OpenAdaptAI/openadapt-ops directly rather than
  relying on the rename redirect from openadapt-maintenance
